Abstract

The construction of rural development in Chile has been skewed and exclusionary. The participation of rural people has not been incorporated into this process with sufficient influence to steer the actions that affect them. The strategies and approaches that have been made have had low effectiveness compared to larger processes that have increased inequalities and exclusions in rural areas. It is necessary to open paths to new forms of construction of rural development, through a democratic process in which civil society is the protagonist, which means think about major social and political changes.
